According to CyberConnect2's CEO, Hiroshi Matsuyama, he would love to work on Mega Man Legends 3. This would be wishful thinking, but remember that CyberConnect2 is currently in association with Capcom to develop Asura's Wrath, so it's not too much of a stretch for them to be able to pick up Legends 3. As of right now there is little in the way of showing support for this idea, as Matsuyama's twitter account is pretty much exclusively Japanese, but if something more concrete comes up we'll be sure to let you know.
CyberConnect2 is known for developing the Naruto Ultimate Ninja series and the .hack franchise, so I would be perfectly OK with them developing Legends 3.
